I understand that you can play wii games on the wii u and u can download gamecube games as well. But for certain games, such as super paper mario wii, can u use the gamepad to play it or must it be the nunchuck? Thanks.

You can't download Gamecube games. Wii Games cannot be played with the GamePad but they can played on the GamePad.

The unofficial way to play gamecube on the Wii U doesn't let you control with the gamepad you have to use a pro controller or classic or PS3 controller or something. Same goes for Wii games that can be played officially. You have to use the original Wii controller and you can't use the gamepad or the pro controller.

To use the gamepad controls or the pro controller it must be a Wii U title or downloaded from the Wii U eshop. The Wii mode is accessed separately and is virutalized and basically turns your wii u in to a wii when you use it.

How do u get gamecube or wii games on wii u? You buy them from the online store? Also, does it cost money to use internet like xbox?

You CAN NOT play GameCube games on Wii U, period. Unless you delve into things that are not exactly legal and would most likely void your warranty. I'm not going to speak of those things.
You CAN play Wii games on your Wii U. You CAN NOT however find them on the eShop. You need the physical copy of the games, plus the appropriate Wii Remotes and other Wii controllers like nunchuks, classic controllers, balance board, etc.
To play Super Paper Mario in particular you just need a Wii Remote held sideways.

You DON'T pay a cent to use the Wii U online services. Nintendo Network is free of charge.

Actually, one more concern. The back of paper mario wii has a picture of the wiimote and nunchuck. How do you know you can just use the wiimote on its side just by looking at the box? My goal is to identify games that use the nunchuck and avoid them.
