I have a 64 gig flash drive and it works fine. I pretty much use it for indie games.

The short answer is: Yes. I wouldn't recommend the Basic Pack to anyone.
I got the Premium pack and even the internal 32GB (from which a few GB always have to remain unused) are eaten up rather quickly. Not just because of the game updates and saves, but also because of eshop-only releases (there are several that I could recommend), VC games (Metroid Trilogy or Xenoblade Wii take up 7-8GB each) and eshop sales. Also, you will definitely need the Download packs for XCX because otherwise loading times will be dramatically longer. I think they take up 10-15GB while the whole game is 22GB in the digital version.
Even if you're not a download-only guy like me (only have Smash as a disc in my drive, never taking it out - I hate switching the game and with that number of games that I got installed, it would be really a pain in the ass), you will need a decent external storage device
That's why I have a 128GB USB stick connected to my Wii U and it's almost full (I already had to delete some games). I would suggest the same for you as you can leave the stick in the console and carry it with you, while hard drives are more sensible to movement. If you're really not into downloading games, maybe it doesn't have to be that big, but I would still recommend at least 64GB (32GB at the very very least).
