I have to make a confession, I have no credit card,.I had to lie about my region in order for the the Nintendo shop to actually have downloads in them due to Nintendo. So I saw balloon fight and thought to myself. free download! But it wasn't....
But it's just a few cents, sure but I have no means of paying those few cents, sure I could get those Nintendo cards with points on them, if they were available my country. What about those star points that come with the games, for Nintendo club, which I probably will never use. Can I trade them
in for virtual points that give me balloon fight on the Wii U, no. But I own Nintendo-land, wouldn't it of been a good idea to make those old classics freely available and playable on an "arcade" machine in game. To add value to it?
PS. Is there a website with small playable games that's work with the Wii U controls? Something like that would of been kinda cool too.
Not sure about wii u games via the browser but there where such sites for the wii, wiicade was one there where others maybe someone else can remember what they where, I think you'd have to run the thing in wii mode and obviously you wouldn't be able to use the wii u pad but need a wiimote, sorry not really what you where looking for but its the best I can think of.
With all due respect to the OP, I sympathize, but the console is very accommodating to those with low funds, once it has been purchased, of course. The eShop has the 30-cent games and a lot of good sales. Free stuff is asking a bit much. Can you buy a prepaid Visa?

This needs to be sorted out. I'm flabbergasted that NOE still allows you to by Wii shop points with your stars but not eShop points. All I ask for is consistency.

Do you have a close friend or family member who you could give some physical money to who would let you use their card to put the same amount on your eShop account and then remove it?
I would like some free stuff, but what developers need is money. Making games, believe it or not, isn't cheap. The tools used to make professional looking games (read: a game Nintendo would accept for the eShop) come at a heavy price. Not only that, but some indie developers (and indies have made a majority of the eShop-only games so far) quit their day jobs in order to work on these games. They need money for a living.
Nintendo isn't too quick to give stuff away for free either. They are currently selling the Wii U at a lost, meaning they are selling the system for less than what it costs to make, meaning they are losing money. In order to make that money back, they have to sell a lot of games. Look at the Famicom sales. 30 cents is so cheap it's almost free, but the thing is it's not free. Nintendo's not making a lot of money off of this deal, but they are making money regardless. And every cent counts.
I'm sorry to hear your situation. But like @Burning_Spear mentioned, some credit card companies offer prepaid cards, which act like credit cards, except you go to a place that offers them (regular stores have them on their gift card racks, I believe) and pay with cash for them. (At least, I believe that's how they work, I've never bought one) That could work. If your country does not have something like that, well, sorry.
Free stuff would be nice though. I don't think we'll be seeing much for free except the odd app and freemium game, though.
