One game on the Wii U, a real life person, and hardly any relevance directly in the industry automatically means he won't be in the game.
You'll just have to stick with creating him as a Mii, and use him as a fighter if they devide to use Mii's as a playable character, which I think they will.

Why are people so obsessed with going against sakurai's rule, he will never have a 4th party character, and that the character must have originated from a game, like created IN a videogame, so no this isn't just unlikely, its not going to happen ever.
