I bought a copy of Wii Party U from an online UK store just a while ago and received it in the mail this tuesday. When I saw what had been sent to me I got mad since I thought I was sent a German version of the game and had to return it. The front of the case has a big ugly German USK age rating marking and another extra age rating in addition to the regular PEGI marking. None of my other Wii U or 3DS games have those on the cover, just the PEGI rating. What I'm talking about looks like this: http://i.ebayimg.com/00/s/MTQ0OVgxMDYz/z/SgQAAOSwY45UTQe~/$_5...
I did some searches on different European eBay sites and the only photos I've seen of the actual game case look like the one in the picture. There are images of a 'regular' PAL cover on the internet that look like this...: http://i.ebayimg.com/00/s/MTUwMFgxMDUw/z/n2UAAOSw6EhUR730/$_5...
...But it seems like no actual games exist that have that cover. I've seen dozens of photos of PAL Wii Party U cases and the only ones that don't have the ugly extra age ratings on the cover are Australian copies of the game, since those are also technically PAL versions.
If there truly are no other European PAL versions than the one with the extra ratings, then this is the first Nintendo-released PAL game ever to have this done to it... Which is very weird and unique. Some European Wii U games that are sold as part of a special edition box, for example Bayonetta 2, always have the German USK rating marking on them, but the single copies of those games still have the regular UK and Scandinavian and whatnot versions that only have the PEGI rating on them.
When I tried to Google this issue, I couldn't find anyone ever mentioning it anywhere on a forum or in a blog or anything. I would've thought that at least some collectors or hardcore Nintendo fans had at least mentioned it somewhere. You know, since it's so weird. I don't want this one game looking different to all of my other Wii U and 3DS games, but it seems I have no choice. I even e-mailed Nintendo Of Europe a few days ago asking them if was for real that the German version was the only version out there, but haven't received a reply yet... So I'm probably not getting one. =P
Do you own a physical European copy of Wii Party U that doesn't have the 2 extra age rating markings on it? Can it be that no such thing even exists? Let me know, thanks.

Not to be rude or anything, but is it this really worth getting mad over? I'm not questioning your desire to have a collection of perfect boxarts, but it's not worth stressing over imho. Just relax and enjoy that awesome game XD
But to answer that question, afaik, only German copies and special edition copies have USK copies. All games inside other boxes (aka special editions, since they're inside another big box that contains everything), have both PEGI and USK ratings on the game. So, I speculate that your copy might've been part of the bundle with the Wiimote+ and was inside a box and then they removed both and sold them separately. I can't confirm this as I don't own the copy, just speculating.
As far is I know it's only sold with the Wii Motion Plus controller and not seperately, and as you said special boxed editions always have the USK rating on it.
Every special edition comes with both the USK and the PEGI rating, as they're the same in every European country. It seems like you got the version that used to be bundled with the GamePad stand and a Wii Remote Plus. The game can be found as a separate game (http://www.amazon.co.uk/Nintendo-Wii-Party/dp/B00B8QDNQS/ref=...). However, the special edition is a pretty good deal, so I presume that the majority of the copies are the bundled version (with USK rating).
Almost forgot. The Australian version looks like this: http://i.ebayimg.com/00/s/MTYwMFgxMTgz/z/bnQAAOSwPe1UHor3/$_5...
...But I don't want that either, I just wanted a regular European PAL case, like the ones that all of my 3DS, Wii U, DS and Wii games have. =|
SuperWiiU: There definitely are separate copies, I bought one.
Octane: That's exactly the version that I bought and exactly where I bought it from. =P... Still doesn't look like the product picture.
WiiUSucks: You're right, that's how it is with every other Wii U game ever, except for Wii Party U. I'd love it if you'd prove me wrong and showed me a photo or a video of an actual Wii Party U game case that only has the PEGI rating on the cover of it.
PS. I would've replied to this post a loooooooooong time ago, but for some reason the forum prevented me from posting anything anywhere for 2 days. >=|
