Once you set the country on an NNID you can never change it and so if you had save data on it you can't change it if say you move country or got it wrong like I did the first time.I made a new NNID because I got tired of having an incorrect account.It really sucks and I wish I hadn't transferred all my Wii date to the Wii U and that I bought anything on the eShop in general.My 3DS is also tied to the same NNID.
That's a new craptastic feature that was added to the ToS yesterday. You can't even create a new NNID with different country settings so now "especially in Europe" you can't have an alternate NNID set as being from another country to download eshop games not released in your country...I especially feel bad for German Wii U owners who miss out on most of the good games and now no longer have a way to work around the issue.
Technically by doing that it was a way around region locking at least digital wise. I am surprised it took them this long to correct it.
@Tasuki you still have to admit that it kind of sucks for Wii U owners who live in a country where they miss out on many of the games released elsewhere in their region.

It's also shut the door on trying to get DLC for some games in certain countries. I know Injustice Gods Among Us is one example where people still complain on Miiverse about not get it.

WB didn't even do a good job on DLC is the U.S. They never released the last 2 characters, and they overcharged big time. The whole situation is a mess everywhere; only moreso in certain countries. You can't even play with friends online, because WB didn't program Injustive to access friend lists on Wii U.
