They aren't full-screen because that isn't how they are normally displayed. Full-screen while trying to retain everything the screen shows alters the aspect ratio. They were designed with 4:3 in mind, not 16:9. Unlike full-screen movies that you can crop to the screen to make it look wide-screen (by stretching the receiving end like Capn suggests), games usually contain important information at the top or bottom of the screen which would get cropped out through this method.
