Apparently you have to play the game to unlock the content. One user recommended spamming blocks. It's an internal counter I imagine. It's not based on time anymore.
If you haven't downloaded the patch it tells you you'll get the next content tomorrow. After the patch spamming blocks worked once for me. I filled another 3 levels with mostly blocks, but no more trucks.
I'm having the same issue. It's quite annoying. When they announced this patch it was like "oh they get that people find that annoying". But nope! They've made sure it's still pretty annoying. Their approach is to act like everyone's a casual gamer who doesn't necessary know how all of the items work yet.
Whereas I think most of us here know exactly how everything works before we'd even played it.
update: ok, all you really need to do is just use each piece about 100 times and it unlocks the next delivery. bit silly but easy enough to do.
