In the recent shareholder's meeting, this comparison about the number of development companies was revealed: Including downloadable software, in America there are 130 companies on 3DS and 200 on Wii U, in Europe there are 160 companies on 3DS and 115 on Wii U, and in Japan there are 140 companies on 3DS and 35 on Wii U.
They also said that more open-world games like Xenoblade Chronicles X an Devil's Third are arriving later, but they are expensive.
Probably not, but here's the quote, FWIW: Games for core users have been delayed in coming, but Monolithsoft’s Xenoblade Chronicles X will be released. Devil’s Third as well. They had a slow start, but more and more will be released. We used the term open-world games to help you understand, but in development, we don’t call them open-world games.

Freedom of the press is for those who happen to own one.
I wonder if those developer numbers are those that have actually released a game on the WiiU/3DS or just those that are authorized to develop for those platforms?

Authorized developers. I suspect some of these developers will never reach any final release product, and other developers have multiple released products.
