It's only free until 10 July, which means one of two things: one, it'll disappear entirely after 10 July; two, it'll be available as a paid download from 11 July. However, since the software is now on your Wii U console, it won't be removed and you will keep the software after 10 July, the same as with any other temporary distributions.
It doesn't seem to have any of the usual Virtual Console features, so I'm not sure which is likelier... can't wait to get Nintendo DS on the Wii U Virtual Console properly, though. Tons of fantastic games on that system.

I'd go with the second option. If you own a Wii U now and have it connected to the internet before the 10th of July you get the game. If you don't you don't get it for free. Then it appears as a paid download in the same way that other promotions have done. Quite a lot of 3DS/Wii U content has been either free or heavily discounted early on before becoming a paid download.

I thought it was pretty cool. I got too lazy to turn on the Wii U and download it, and a day later I saw the Home button blinking and I thought "oh yeah this'll just be Nintendo sending late notices about E3 after it finished" and was pleasantly surprised to see it had downloaded the game for me. I think it's a great use of the new system update.
