@MrArcade: if you look closely, apparently it "will be limited to United States and Canada in North America", and "We have nothing to announce regarding Latin American availability." it sounds like a North American representative speaking to a customer specifically about availability within the Americas, not like they're trying to speak for NoE and NoJ as well.

I think Europe and Japan will get this as well. Would not make sense otherwise

It's possible Nintendo will come up with some twisted way to screw this up. They are notorious for doing things their own way. Much as I love Ninty, I don't have much faith in anything they do in regards to the 'net

So say your 3DS gets stolen and you provide the police report to Nintendo, do they have any way to tell if that system gets connected to their servers for an update or something to potentially brick it or something? If I'm Nintendo, I'm not going to want two copies of my games out there getting played when I was only paid for one copy, so if I had the means, I would brick that thief. Really, I just wish they had a proper security password for the 3DS in the first place so that no one could ever turn on your system or wake it from sleep without entering a password — sure would cut down on theft if people realized the devices would be completely useless without a password. I have parental controls set on mine so no one can play anything but Early Childhood games if it gets stolen, but that still doesn't protect the privacy of my music, photos, game notes, or swapnote messages, which I might not like some stranger looking through or being able to use, particularly some creep that stole my 3DS.

I've been wishing for the same thing. I never have a problem with losing stuff in public areas or stealing since I don't live in a big city like NY or LA though.

System based accounts are ridiculous. There is no reason for accounts to be linked to a system rather than the owner, 'no matter what anybody says'.

if TBD's actions did anything to ruin the current system, then kudos to her. Somehow, I seriously doubt it made any difference since we are still stuck with it.
