There's no matching, per se. You simply choose a server and a room (which you can create yourself). Once in the city, you can join or create expeditions (which can be protected with passwords). As such, you can have up to 4 seperate groups in a city (1 player each) all doing their own thing. Or you can have two teams of two, and so on.
I remember how annoying it was sometimes when someone would wander into your city of me and two friends. They would either be blocking a third friend from joining, or (in the absence of a third friend), they would start demanding that you join them on a quest - usually the epic Jhen Moran one...
I personally played mainly with friends, but joining random games was never that daunting, as long as I joined the right city (you can tag them with the intended activity on creating them.
