If I transfer all my save states and downloaded games to my external hard drive and then format my Wii U. When i plug my harddrive back into
my Wii U will my save states and games still work or will I have to redownload them all again

If you format your Wii U, you will lose all of your downloaded games and you'll have to repurchase everything again. You're also very likely to lose your save data as well, as your Wii U will need to reformat your external hard drive again once you've formatted it.

I dont think you have to repurchase all your games again.

Deleting your NNID is what deletes purchases, not formatting. Your ID is still tied to the hardware in terms of purchases, but formatting doesn't delete your ID for that console.
Why would you want to format the drive, though?
