Are you implying that Nintendo should recruit and run American and European development teams within North America and Europe and localize back to Japan? Because if so, I'd be totally on board with that idea. However, I seem to recall SEGA had a similar set-up, so Nintendo might be wary of such a plan. I'd still be on board, though. An American Nintendo team would be pretty awesome, and could net them that much-needed Western market, so long as it's worth anything, of course.
Of course they care, of course they want to please their fans. At the end of the day though they're a business, they're not going to give a minority of fans what they want if its not good for the bottom line. Nintendo have lots of ways of collecting information but the thing that matters most is sales.
I'm sure all devs read community forums but I suspect they only act when it makes sense. The problem is that the vast majority of suggestions are really, truly horrible ideas.

"Don't stir the pot" is a nice way of saying "they're too dumb to reason with"
Nintendo do care but they also know that constantly bending over for their 'hardcore fans' will eventually get them f'd in the a. The gamecube was a prime example of Nintendo trying to service the mature fans and the fans repaying them by ignoring the best games of the generation (some might argue all time). The Wii was even worse, Nintendo have never had a console as popular and they couldn't even turn good games like Disaster: Day of Crisis into decent seller.
I don't agree with their current focus on party games. Their games used to make the best party games because they had the best gameplay and were 4 player without the need for a multitap. I just can't wait for them to get over this insistence on using their characters on every good idea. It kind of undermines any innovation every time they turn ideas into Mario. I bet Project HAMMER became Skyward Sword and they had to completely redo the game because Miyamoto wanted Link in it .

I absolutely think that Nintendo's marketing teams pay attention to these forums. Do they read them all? Doubtful. There's a lot of goofiness that makes the posts fun, but sort-of takes away from the legitimacy of some of the arguments that people make.
I'm sure they are well aware of the overall narrative of the topics being discussed though. They would be foolish to ignore a bunch of free data, its a marketing gold mine. For example, do you think that Nintendo doesn't see all of the articles and forum topics that pop up regarding a lack of third party support? They see it, and they are well aware. We'd be doing them a disservice by not bringing up our gripes with how Nintendo is handling things. What they probably don't care about are posts like "What is your favorite Mario power-up?".

We should make a topic, a petition...no, a freaking occupy-nintendo movement to make them listen us on this....i love nintendo of japan, but why the hell cant they try to make some westernized first person shooters, some gta type of game and things like that...i would love to see games like that with a nintendo touch and seal of quality...they can make this! they are just so stuborn in not following any of the competitions trends...thats what has putted then in this situation, their PRIDE! Ever since the "CDs are too slow, we are going with cartriges" carastrophe...thats when they lost their position.
Nintendo is basically like a hipster. They try so hard to be unique and be ahead of the curve and to do their own thing. So no they don't listen to anyone.
