Topic: Do i need a linked Nintendo ID to access downloadable game content?

I purchased my Wii U 2nd hand about two years ago. Previous owner never game me the PIN, and I've lost touch with them. I've simply used whatever user account was on the machine when i got it, and have purchased all the Skylanders and Disney Infinity games, and have been able to play them all, no problem. i've also been able to update my system software online, etc. I simply haven't bothered with the Wii community features, as my son plays single player all the time. I've frequently gotten that "this feature requires a linked Nintendo ID, etc" error, but have simply ignored it, and as mentioned, haven't had any problem with any of the games i've purchased so far.

I've just bought an expansion pack for Lego Dimensions, and have been unable to download the additional content. I did some searching and it appears there have been some issues in the past with that game's specific content servers, so maybe that's all i'm running into.

HOWEVER I WANT TO BE SURE I'M NOT HAVING THIS PROBLEM AS A RESULT OF NOT BEING ABLE TO LINK A NINTENDO ID TO SO SOME SERVICE.

As mentioned, have never had problems with expandable content before, with both Skylanders and Disney Infinity. But would not being able to link my machine by plugging in the PIN be a problem?

I could reset the machine, but my poor 7 year old has so many (too many) hours worth of saves over the last two years, and i could never just delete those.

You think this is a Lego Dimensions specific problem?
