Wii U supports up to 12 accounts. So just leave the other account alone, create your new account, and use the one that you've created. I doubt even deleting the old account will harm your ability to play those games, although there's no point in trying when you can have up to a dozen accounts.
You don't have to stay online with the seller's account. As you can easily see by just turning off your router and testing it, the games will function offline. The DLC is tied to the system and not to a user account that must be logged in and connected to a server, and those purchases are accessible to all accounts on the system.
You can delete game saves just by going into data management. My Wii U is unhooked, but I believe if it's a digital game that you'll have an icon such as Mario Kart 8 with the file size listed. Just touch that icon on the gamepad screen you'll expand the folder and see its components like the two DLC files and game itself. Just delete the save file in there while leaving the rest alone.
I suspect you're using that term just to apply towards expansions like the Mario Kart 8 expansion packs, but downloaded games are still downloadable content. But either way, the same applies here. The games are tied to the console itself and are playable offline and by other accounts on the system.
If you do a factory reset, it's gone and you can't retrieve it. So I don't suggest you do that.
