Well, pretty much any evidence that exists on the matter is from people who have actually gone through the process. All you have to do is unlink the NNID if you ever get rid of your 3DS. Then you can use it on another one. If the situation is more complicated than that, like if it gets lost or stolen for example, then you would have to call Nintendo to deactivate it, because otherwise there would potentially be another system out there that is still activated, which is why they basically just need to add account management somewhere, and it will be the same as Xbox Live or PSN.

EDIT: Also, if you think it was stolen, you have to email them a police report, because then the console can't be sold anywhere. If the lost or stolen device is kept by the finder or thief, then it will be deactivated as soon as theytry to go online.
