In response to the OP, no they are not, though I'm not sure what would satisfy "official" short of some giant press conference from all third parties saying "We are not supporting Wii U."
I think greater pressure on the bottom line is making these big companies (I assume that's what we mean by "third parties" in this thread) far more risk averse than they already were. If the PS4/XBONE fail to produce the revenue they need I expect they won't survive to re-think their position re: Wii U so it won't matter anyway; if so then the Wii U needs to do sufficient numbers without them to justify them taking another look. For myself I buy Wii U and iOS (iPad) games only (the latter very few and very far between), so quite frankly if it's not on the Wii U I don't care.
Here's the thing. Nintendo was never in good relation to many third party devs. You think Konami and Capcom would help support Nintendo because they make more profit out of Nintendo products but no, they demand power because that's the only thing they and other third party devs care about.
wonder if 5th cell will make games for the Wii U. come to think of it, whatever happened to scribblenauts not being Nintendo exclusive?
The gamecube was definitely treated better by 3rd parties but it still missed out on lots of major games. The public/'gamer' perception and Nintendo's silent treatment in the face of criticism is remarkably similar between the two consoles. Nintendo's software will definitely keep Wii Us selling in dribs and drabs and eventually that will make the system more appealing to publishers. I hope they use their imagination and don't just try to flood the Wii U market with knock off versions of Nintendo games.
I only posted this to get my avatar as the forum's thumbnail.
Right now the prospects of third party support on Wii U are bad, worse than on Nintendo 64, worse than GameCube, worse than Wii. We are now at the fourth generation of enduring subpar third party support on Nintendo consoles. The GameCube did indeed mend some fences with developers, it sold poorly but was very easy to develop for and had the horsepower for that time, so we got most of the multiplatform games. The Wii U, unless the tide takes a U-turn, is looking the poorest of the bunch. As an example, there is currently only one football/soccer game on the console, FIFA '13. The N64 had plenty of FIFA and ISS, the Gamecube and Wii had PES and FIFA too. With EA jumping ship and Konami so far uninterested on Wii U, FIFA '13 might be the sole fix of soccer fans during Wii U lifetime. And it's not even a very good football game.
So take this as unofficial word for it.
You do realize that Nintendo used to be very hostile towards 3rd-party developers, right? If you want to talk about power, Nintendo was so power-hungry that Congress launched an investigation.

Well in that case:
NES: "Now You're Playing with Power!"
SNES: "Now You're Playing with Super Power!"
N64: "The Fastest Most Powerful Games Console on Earth!"
The funny thing is Nintendo used to sell its consoles on the back of power and graphics more explicitly than say the PS4 or Xbox One have.
