I press up, down, left, and right and the coin sound plays. However, when I hold A and press start, it just goes to the game.

Yeah it'll be the button mapping. I usually play Megadrive games using the GameCube pad and A (Megadrive) is mapped to B (GameCube) on that. I'm guessing it's also B on the classic controller but A on the Wii Remote.

for the virtual console, I use SNES and Genesis games with the classic controller. to be more specific, the Super Famicom controller

Classic Controller. Not 100% sure, but I think Genesis A = Classic Controller y.
