If it doesn't affect playability for the game, not much. But it's still damage, and many collectors consider it devaluing to have visible scratches on discs. Normally, the game box' condition is more important, though.
On discs, likely because it's a more fragile media than carts or cards. I'm more particular about condition of disc games than carts because I don't want a risk of a scratch turning out to ruin something halfway through the game.
It's possible a scratch disc might work differently on different hardware. I've got a scratched Geom Cube for PS1. PC emulator can't play as PC won't recognize a CD is even inserted (I know it's not the best comparison to make, but it's still a sign of something wrong with disc as PS discs at least somewhat use ISO standards) though my PS2 (can't recall if my older fat or current slim) would still boot it.
many big resellers run the used discs through a re-surfacer. they come out with no scracthes when you get them. I bought plenty of used gamecube discs from one such place and they all looked brand new.
Scratches can be removed as many people run an service. Or you could purchase an machine of your own as well. NOTE these machines cost over thousands of dollars.
Thing is, don't you have to really know what you're doing to use a machine correctly?
I tried one of those cheapo Disc Doctors. Sorry guys, there's one less functioning copy of Brave Fencer Musashi in the world.
(well, a Tekken 3 as well, but I'm sure there's a lot more copies of that game to go around.)
