It's mostly for the bios I guess. The games have been available and playable for a long time.

The same guy I think also wanted to resurrect the XBand online gaming service (available for SNES and Genesis from about 1994-1997).
Which could have been easier, as the XBand used per-game patches that were downloaded and saved to the modem cart.
But unfortunately, it sounds like by the time preservationists got around to buying XBand carts to recover the patch data, most already had lost the data to dead batteries.
