OK, I've gotten to the Deku Temple. However, I started time over. Was that foolish?

I ASSUME I HAVE TO
1. Buy a red potion
2. Help the hag
3. Take the cruise

Is that all I have to do again?

Not if you originally hit the owl posts (the places where you save and quit) along the way. If you did that, you can play a song (I forgot which one) and warp back to them. That way, you don't have to do all that dirty work over again. In fact, starting time over again sometimes is a smart move.

I do have two warp points (Milk Road and the Swamp). I haven't gotten to the one before the temple yet.

Nintendocaprisun said that I'd have to even save the monkey again. Considering that I can now get into the temple, I don't think I have to do that.

If you found an owl post after you helped the hag, (this might sound cold but) you don't have to help her again. Just focus your attention on saving Termina from the wrath of Majora's Mask!

Um...the only owls I've found are the Milk Bar and the Southern Swamp.

If you already help the hag and took the cruise, then you killed the octo-thing that it´s blocking the entrance to the Deku Palace. There are many things that you have to do in there, before you can get to the Deku temple.

You need the song that PunnyGuy was talking about and you can learn it in the sourrondings of the Deku Palace. You have to enter to the Deku Palace and do whatever you have to do, to help the monkey trapped in there. (a.k.a. explore Deku Palace) . After speak with the monkey, then you are ready to head to Deku Temple. Find the way to the Temple and don´t forget to hit the owl´s statue in front of it. Then you can restart the time again, and the next time, use the owl´s song (i don´t remember the name, either) and start from there.

Then, only then, you can avoid to take the cruise and kill the octo-thing.

Ok, looks like I had to kill the giant octorock again, so I had to help the hag and take the boat cruise again.
I already knew the Sonata of Awakening and had already opened the shortcut to the Woodfall Temple.
I've finally created the warp point in Woodfall (the one next to the crest).
The Owl's Song is called the Song of Soaring, BTW.

You haven't even hit the statue in South Clock Town? Hit every Owl statue you see! They're not hard to find, and hitting all of them is so very useful for traveling.

Here are the things that do not reset after turning back time:

Owl statues, songs, masks, items (not ammo) bank funds, and the life and magic meters.

Owl statues are found in all the towns, Milk Road, and near dungeons
