There are two versions of the hypnosis commercial, one with different dialog from Wario (and no swinging coin) -- did you see this one? It still doesn't have the exact phrase you remember, but he does say: "Me, Wario -- I am your master, Mario is your enemy."

No, that is the Super Mario Land 2 commercial you are thinking of!
True, the one I linked is for Mario Land 2, but very similar to the hypnosis theme of the SML3: Wario Land commercial, and a little closer to the dialog StarFox remembers.
