I know the original Japanese version Area 88 is a licensed game but I don't know if U.N. Squadron is merely a translation or if they removed the licensed characters.

Yes its based on the manga series Area 88. It has all the same characters in the US version from the Anime I believe the only difference is they westernize their names.
