Even though Pokey constantly taunts Ness, causes him trouble, and even tries to kill him, I think it's implied that he reply envied Ness and wanted to be his friend. This is shown when the Pokey in Magicant tells Ness that he wants to hang out with Ness. Also, in Mother 3, he has a closely guarded item in the Thunder Tower: the Friend's Yo-Yo. This is likely Ness' yo-yo. Plus, he hand-selects a film of Ness & co. in New Pork City.
But Magicant is Ness' dream, isn't it? (why he's naked in the Japanese version, though it's obvious why they censored him for the west) So if that meant anything, it would be Ness wanting to be friends.
I haven't played Mother 3 (sadly) so I can't comment on that context.
