I'm pretty sure the Luigi data is in there just not utilized.
It also, makes sense, to me the game feels very rushed through R&D and Dev.
I think the keys could have been used to unlock Luigi. It is intresting to note that in Super Mario 64 DS,you have to unlock Luigi in Big Boo's Haunt.
That's true, maybe someone can hack in the data and do the same thing as the Ocarina of Time Beta Quest people, except it will actually be beta-ish. Maybe a proto will be dug up one day.
@SuperSonic1990 Well, Myiamoto said that Luigi was in, but was scrapped. He's in there somewhere. Those keys couldn't turn by themselves, they had to do something. I bet there was a level in Big Boo's Haunt where you have to find 6 keys and that would unlock Luigi. Someone e-mail this idea to him and see if it would work.

I heard that Luigi was scrapped before the keys were, so that can't be what the keys were used for.
