It's a toss up between Streets Of Rage 3 and The Simpsons Arcade Game.
Did anybody play Scott Pilgrim? It looked like HD River City Ransom. Was it any good?

I have never played Scott Pilgrim so I dont know if it was any good. Some of my favorite beat em ups are as follows

River City Ransom (NES)
Super Double Dragon (SNES)
TMNT (The first Arcade game)
TMNT IV: Turtles in Time (The version on the SNES I found to be better than the Arcade version)
Battletoad/Double Dragon: The Ultimate Team (SNES)
Final Fight CD (Sega CD)
Batman Returns (SNES)

Ryno

These may not be the "best" but they are Ryno's top five favorite beat 'em ups:

5) Final Fight (SNES) - This game may not have been a launch title but I remember it being pretty mode-7 close. This was one of my favorite early SNES games that had my pre-teenage mind so enthralled with the SNES. The lack of 2 player was a little bit of bummer but I was used to 1 player NES and SNES games and taking turns with friends was not a deal breaker to jsut how overall great it looked at the time. Currently have Final Fight One for GBA and what a fun game it still is!

4) Double Dragon (NES) - Unfortunately, I was never much of an arcade kid back in the day so I didn't ever really compare
the NES and arcade version together. Here the limit of 1 player at a time didn't bother me to much. This game was just good ol' fashioned fun. Punching people in the face and the gut, pulling their hair, slapping them while they are on the ground, jumpkicking them off a ledge... so many great moves. Oh and the music is so damn memorable! Between the main theme and level 1, no top NES music list would be complete without them I have this for the NES waiting for me to actually finish it!

3) Streets of Rage 2 (Genesis) - One dude had a Genesis in our neighborhood along with this game and it was a blast to play with my fellow neighborhood kids. Though we were all mainly Nintendo kids we all respected this game. Actually this game is still tons of fun to play with a buddy today. This game is a timeless classic.

2) TMNT II: The Arcade Game (NES) - Late 80's and early 90's Teenage Mutant Ninja Turtles were all the rage and this game was everything that the original NES game was not. Fun and straight-forward, this game was challenging and you could meet it head on solo like a vigilante turtle or go along with a friend without having to worry about completing silly tasks like diffusing bombs in a certain amount of time while underwater with killer seaweed. Just straight up cut, slice, and knockout a myriad of Foot Clan soliders on the way to save the world again from that pesky Shredder.

1) TMNT IV: Turtles in Time (SNES) Everybody knows how much I love the Teenage Mutanat Ninja Turtles and the SNES so its no wonder this game is number 1 for me. Everything that was great about TMNT II and TMNT III for the NES was amplified with 16 bit secret sauce and made this such a still highly desired game even to this day! Traveling through time like Marty McFly is just an added bodacious bonus. Who doesn't love throwing Foot Clan Soldiers at your screen? Surprised that you can't throw things at your screen in other games because that is such an awesome touch!

Streets of Rage 2
The Simpsons (arcade)
Aliens vs Predator
Golden Axe: Revenge of Death Adder
TMNT IV

Regarding Scott Pilgrim, I enjoyed it. Some of the stages begin to get pretty tedious but I suppose that's just the curse of the genre.

1. Streets of Rage 2 (Megadrive): An obvious choice but this has to be my favorite of beat em' up of all time. Its comfortably the best in the series and was one of the reasons to own a megadrive back in the day.

2. Final Fight 3 (Snes): I realise i'm in the minority as most prefer the first game but I would just give this one the edge. The number of moves was increased and it was fun (albeit difficult) pulling off the special moves when the power bar had maxed out.

3. Captain Commando (Arcade) Like many I discovered the character on Marvel vs Capcom and first played the game on the Capcom classics collection. I'm pleased that I did as its a great game and quite different to the others with its useable weapons and whacky sci-fi setting.

Scott Pilgrim Vs. The World: The Game is pretty amazing. I don't know about one of the best beat-em-ups ever, since I haven't played a ton of them, but it is really good. Streets of Rage 2 is definitely my favorite. I couldn't believe Game Informer ranked the top 10 beat-em-ups and didn't include a single SoR title. (yet Scott Pilgrim was on that list) but that's Game Informer for you. I usually just skim articles and promptly throw it in the trash.

One game. And one game only.
Scott Pilgrin vs. The Word!
Best beat'em up EVER. Great graphics, absolutely majestic music, sweet responsive controls and the level design is really nice. The backgrounds are creative and the boss fights are awesome. All the retro tributes are great too. Number one beat'em up forever. It will be really hard to ever top this king of games.
Second best is easily Trurtles lV: Turtles In Time.

Current favorite is River City Ransom EX for the GBA. It's too bad about the ridiculous save/load system though. All you really load is your Characters stats, appearance, and name. If you chose Alex/Kunio, and save, but then start another one as Ryan/Rikki and then Load your last file, you'll fight a clone of yourself. Weird glitches everywhere.

Scott Pilgrim took the RCR formula and perfected it.

I'd probably pick BattleToads if it weren't so damn difficult.

I don't always give myself signatures, but when I do, you just read it.

Kaeobais

TMNT4, of course. Preferably the SNES version. One of the very, very, very few games that were actually better than their arcade counterpart.

Also, River City Ransom, Simpsons Arcade, Battletoads, Scott Pilgrim Vs. The World, TMNT 2 and 3, Golden Axe 1 and 2 (I don't like 3), and not TOTALLY a beat em up, but MadWorld.

The best strategy in the game: go up stairs and pause balls.

Gamesake

Golden Axe
X-Men
Dungeons & Dragons: Shadow over Mystara
Streets of Rage
Final Fight
Guardian Heroes

X-Men Legends and Justice League Heroes (if they count)

Viewtiful Joe is awesome ,one of my favourite games. But really, nothing beats SOR2 does it? 2D anyway.
My favourite 3D beat em up is definitely Bayonetta. The combat was perfect, the graphics were beautiful and the bosses were mental. Perfect.
