Of all time? ET. Of the ones I've played? Superman 64. Stil I dislike ET because of the land fill and the crash. Atari reps were so stupid to rush it, although for six weeks of dev time, isn't as bad when you put it into proportion. Possibly Pac-Man for the Atari 2600, considering how bad it was and how they made more carts of it that Ataris they sold.
The most awful game I've ever played, is Neopets: The Darkest Fairy. That game scarred me for life. Here's what happened:
Ok, so, it's pretty much a Zelda clone, filled with all those virtual pets from the website. So, it starts like a Zelda game, where you find your sword, and all that crap. Well, then your dad sends you to the castle. So I'm like, "Sure pops!" so I start on my way. I get like, two feet down the road, and get attacked by bandits. I kill them with ease, and their bodies plop on to the ground and disappear. Easy, right? Well then, this crow comes (I guess to eat the bodies? He didn't make it in time, in video games, bodies erode FAST, after all) and starts to attack me. I start swinging, and my sword goes through him with each attack. He's pecking me to death, and I'm FREAKING out. I high tail it out of there, and ANOTHER glitch happens. The bird like, glues itself to my head, and is constantly hurting me. So I'm running in circles, screaming. It kills me.
Now, whenever I see a small flying creature (mostly bats) I kill it as fast and as violent as I can. You should see me play MegaMan.

Calling Pac-man the worst game ever is a bit more than harsh, it was revolutionary for the time it was released and probably the best game out at that time, its still is a lot more enjoyable than some games released today.
The Tick for the SNES. Dick Tracy for the NES. TMNT for the NES. Gilligan's Island for the NES.
Also, there was some NES game I rented when I was a kid, but I have no idea what it was called and I've never seen a reference to it since. It was some dumb game where you played as a traffic cop or something, and you had to set speed traps to catch people in a city. You also had a gun, but if you ever shot anyone the game ended. I never even figured out how to set the speed traps, so all I could do is run around shooting people and getting game overs. It was awful.
@7th lutz - The point i am making is that Pac-man should not even be mentioned when discussing the topic - Worst Video Game, also there was no mention of which version of Pac-man or for what platform.
metakirbyknight mentioned the 2600 version of pac-man in his post. Here is the port from his post: Possibly Pac-Man for the Atari 2600, considering how bad it was and how they made more carts of it that Ataris they sold.
Of the ones I played, It's probably either Conker's Pocket Tales for the Game Boy, Q*Bert for the PS1, or Worms Forts for the PS2. I usually try to avoid crappy games.
Sonic Fighters Sonic R & Strong Bad Series (i know lots of people liked it but i hated it) but my worst of all time are these Who Framed Rodger Rabbit Top Gun Sonic & The Black Knight TMNT GhostBusters Beavis & Butthead on the Genesis Bart Vs The World Bart Vs The Space Mutants Barts Nightmare. on the worst of all SHAQ FU
ok my bad with the 2600 reference, but still even if this version is inferior to the arcade version etc i could list 100's of games that are worse than pac-man, taking into account the era in which they were released. I mean are you really trying to tell me you believe 2600 pac-man is the worst game ever?
I don't consider the 2600 version of Pac-man the worst game of all time. I can't put it as the worst 2600 game of all time. I can't call E.T. or Pac-man the worst game of it's era.
In your post to metakirbyknight, You wrote:

Based on that, I thought you were talking about the 2600 version of Pac-man and I responded as a result.
The Atari 2600 already had games better than Pac-man at the time like Space Invaders, Missile Commands, Warlords, Adventure for an example. It is difficult to call the 2600 version of Pac-man the best game for the Atari 2600 at the time it was release as a result.
There was some confusion on my part as i thought metakirbyknight was talking about pac-man in general, i should probably learn to read properly. I have fond memories of playing 2600 Pac-man as one of my first computer games, but i was too young to experience the arcade version at the time so couldn't relate it as a bad port.
