The 3DS just budgeted what matters most. The 3D screens end up not costing that much but add one of the only next logical steps forward besides 4K at 480p. Resistive screens are also the only logical step, unless you want to invest in Wacom. It's not worth sacrificing the stylus for multitouch with your fingers. It's just not precise enough, which is why I suggest Wacom that supports both if you get one of the newer screens.
The 3DS' lower res makes games take up less memory that lets SD cards still be relevant. Until SD cards are beyond SDXC and can support higher transfer rates along with more complex memory handling without going proprietary like the Vita did, the 3DS won't have an HD option. 480p is still good for a small screen. Even with technical 4K or retina pixel spacing, it ends up only equalling 1080p based on the actual size of the screen.
A 4K 7" tablet screen would actually only end up being 28" 1080p screen, approximately.
With the PS Vita, you're better off buying every retail game as a game card, then using the memory card as DLC only games. That's the only way I see the Vita memory issue no being as bad.
Also, Sony pushing cross-play with digital versions of PS3 games eats up that expensive memory, and you can't really take advantage of PS+ with out deleting and freeing up space for new stuff, and you don't even get to keep the games, and it's only worth buying the discounted games if you end up spending well more than $30 including the discount. You end up paying $100 for $75 worth of games or however extreme the "deal" is, because you rented PS+ titles. They're gonna drop in price if they sell, anyway.
Honestly, I could see PS Vita being a more reasonable machine, but the way Sony handles it is just terrible. The reason why PS Vita games take up so much data is mainly because of the higher res screen.
EDIT: I just think all the companies sometimes don't have any idea what they're really doing, but we also have to take into account that they're under a time limit more so than if one individual took the time to absolutely max out a machine 100%.
Plus, we've grown up with this stuff and have seen improvements without lifting a finger, yet think about it on a daily basis besides that.
more games and less ports....one of my friends, a sony fan that has a little too many PS3 games, said that most of VITA's games are ports of PS3 games(it was one year ago, I don't know how it is now)

I can list how meny exclusives the PSVita has right now, i can also list every game it has. But its funny me saying this, because compared to every Nintendo gamer it has no games, when in fact it's probably got more game's including exclusive than the Wii U.
@banacheck yes it almost surely has more games than the WiiU but it still, probably, has less games than any other gaimng system out now(plus, it's a handheld comparing it to a home console is weird, not really wrong with nowadays technology and games... it just feels weird)

Ya, but it was also out for 8 months of more time. The PS Vita has about 60 more games than Wii U according to Wikipedia.

The PS Vita and the Wii U are both including currently unreleased games(most will be released throughout the rest of the year) to make their game library seem bigger, as well as including the download only titles.
Another thing I noticed is that Wii U has more games in NA and EU than Japan to the rest of the world, because games like Scribblenauts and Phineas & Ferb are mainly American/European stuff.
When you look at the ammount of content out for each sytem based on the time each system was available, even the Wii U beats out the PS Vita.
We might as well say the GameBoy has more games than all of these put together, so it's funny.

I like the Vita but it sure as heck proves one huge thing that some people in the gaming industry tend to forget: Amazing hardware does not mean amazing sales. The 3DS has far less power than the Vita but it has much more must buy games, a very popular app called: Swapnote, and a huge fanbase. The Vita has far more power than the 3DS but it still has some must buy games (some are exclusives), Youtube, and not that huge of a fanbase. I won't call the Vita a failure though. Sony really needs to realize that just because you pour alotta sleek hardware into something, it doesn't mean its gonna get all these must buy games and make tons of money. I like the Vita, man. Persona 4, Uncharted, Gravity Rush, etc.

The success of the DS and the 3DS is all about the games. Nothing to do with dual screens, touch screens, and definitely not 3D. It wasn't until Fire Emblem, Luigi's Mansion and New Leaf that the 3DS really took off outside of Japan. If it was the hardware, it wouldn't have taken 2 years to happen.
I have both handhelds and while the 3DS is great, I find myself playing the Vita more often lately thanks to all the free Vita and PSP games given away through PS+.
More user-friendly interface (3DS interface is more intuitive). Wide breadth of software. Tons of great franchise entries (New Zelda? Mario? Pokemon? Animal Crossing? Nintendo has a legendary library of IPs). 3D.
The design of the Vita is perfect, though. It is the perfect non-clamshell design.

The 3DS is also better since Nintendo is not as desperate to sell it as Sony is for the Vita >:3
