I don't think open world has much to do with the fact that you can explore every part of the game since the beginning, I think that "open world" mean that a game, or at least its main and bigger playing area (let's call it overworld) is a single, usually very big, area, not divided into smaller zones that the engine handles one at a time: an open world is a game you can explore entireluy in a seamless way.

@Dezzy You can't explore the whole map from the beginning in BOTW either, you're stuck on the Great Plateau. Likewise you're stuck in White Orchard in TW3.

5. TES V: Skyrim
I'm hoping that Xenoblade 2 will top this list. I've heard that Witcher 3 is excellent, and I fully intend to play it at some point.

There will be things I've forgotten to add to the list, and I've not included games that I haven't got round to playing yet (Zelda BoTW and GTA V will probably deserve to be on my list once I've played them)

I tried to do it myself and I think might only kill you when you go near to the place where they expect you to fall to. You might be able to go and explore the rest of the world.
