I generally don't care too much for graphics - I notice when they have issues, but I don't care as long as the game is good.
However, the pre-rendered cutscenes often shown to us as the "big reveals" are, quite frankly, intentional misadvertisement, and developers should definitely receive much more flak for it than they currently do.
I agree with all of that. But I think this is a separate issue. I would try and ban pre-rendered cutscenes entirely if I could, they do no-one any good. But at least pre-rendered cutscenes tend to be quite obvious. None of these had the impression of being prerendered, and I don't think any of them were. I think the Witcher and Watch Dogs footage was just running on really high-end PCs and that the Xenoblade footage was either running on a PC or was on a Wii U but they'd then intentionally downgraded because they couldn't get that same graphical level working with the open-world sections and they wanted the quality to be constant.
So the key difference is that pre-rendered is obviously lying. These weren't, and were presented as if they were in-game. Hell, the watch dogs one even has a mini-map in the corner. You definitely don't have those in trailers.
I don't care. If the devs have to lower graphics to fit more into a game, then so be it. The Witcher 3 has had a LONG development time. And apparently it turned out to be a masterpiece. So I don't really care personally.

I don't care that much about graphics either. But I think even if you don't, you should still worry about this. The general practice of lying about things for the sake of selling preorders, rather than people waiting til the game's out and going by how good it's reported to be, could easily bleed over into other aspects than graphics. And has in some cases. I think you've gotta look at the underlying principles in use and judge those, rather than the specific effects.
Watch Dogs went from GTAV to GTAIII and Witcher went from Skyrim to Assassins Creed III (WiiU version)

I think that a lot of the time, downgrades happen because the games are built natively on PC. Even for console games, major publishers will often showcase games running off of super high end PCs.
Xbox One apparently runs Windows 7. Oops.
But then there's Uncharted 4, which in the original E3 reveal trailer claimed to be captured on a PS4. At PSX 6 months later, the visuals were very notably downgraded. So what happened there? If this was done to improve load times and frame rate, I understand and approve of the visual downgrade, but it's still dishonest.

Oh sorry, I didn't see your "Wii U version" qualifier. I haven't played AC3 on Wii U actually. I played it on PC. Although I would say that AC4 on Wii U is probably superior to Skyrim. Would you agree with that?

Yeah, a part of it is genuine and a part of it is kinda of white lies that they use to just generate extra hype (and the occasional black lie).
I noticed that on the most recent Arkham Knight trailer, there is a disclaimer that says "This footage was captured on PS4". So it seems that a few people are cottoning onto this and trying to be honest at least.
