I'm gonna grab a PAL one. Having a Gamecube, I used to buy games from all around Europe online and since the language on my GCN was set to English
Every game would show English text, even if the game cover and the manual was in German, Spanish or so on
Is that PS2 the same in that way that once you set the system language to English, all PAL games will display English text?
Probably because a good number of PS2 titles were never released in Europe, but in the US. But nevermind that.
To answer your question: it's inconsistent. Some games automatically choose the display language depending on your system settings, but most simply only have english text or allow you to change it in the settings.
The way Sony dealt with 50/60 hz was always different to everyone else. If you manage to boot a US game then it will be in 60hz. (PAL60). The region check is the only thing (The PS1 with a modchip boots US games properly).
There is a homebrew loader that runs from a memory card that will boot anything. If you want any Japanese stuff for example you will be using it anyway. (For certain things the price is about 10% of the NTSCU version and the language is not important).
Or a modchip will be less than the import duty on an NTSC model. (Depending on the legal situation where you are located).

Many PAL PS2 games that run at 60fps have a 60hz option, so slowdown isn't that big of a deal on PS2 anymore compared to PSX. And if you do care just use a PS2 emulator and play your games at 1080p60 and buy them from any region.
And to answer the question: No, not all PAL versions have an English option. Most do, but you have to make sure each time before buying.
