Does anyone else have this problem? Whenever I try to do anything online, I get disconnected after a minute or so. Is the Playstation network really offline this often? It is a miracle if I can download an update.

NAT3 basically means the connection is limited due to parts of the outgoing connection that your router might not like. What you need is a NAT2 connection, which is a reliable connection. To do this you need to look up on the net what port numbers to open up on your router so that PSN can run smoothly. I can't remember them off hand, but there's plently of Youtube videos on how to do it.
I used to have problems connecting to the PSN until I manually changed the DNS #s. I'm not sure if it will work for you but it's worth looking into. Check out this video I found on YouTube:
