Seems unlikely, the source is also unsure how it works technically. So I'm curious if it really works without an online connection doing at least some of the work...

You need an online connection to download the game, then its on your console. You can then play it offline. Nothing is streamed.

It's not rocket surgery.

Also, you said you believe that the console itself cannot play the game.

How would you then expect the console to be able to emulate a streamed game? It makes no sense. Of course the Xbox One is capable of running the games itself.

It sounds like rocket science to you though. The console itself does not emulate a streamed game. It uses cloud computing(you know, one of MS big favorites). The Xbox One shouldn't normally be able to run 360 games because emulating them is very demanding for the hardware and the One doesn't have the 360 hardware to run it natively. So streaming(part of) the game using cloud computing sounds very likely.

I mean, just because you say it shouldn't doesn't mean it can't. Say they rework the games so they can run on the One (as they showed with Mass Effect) and they run that version you downloaded while it just has the software to look at your disc and say "Yep. That's Mass Effect for the 360 in the drive. I'll run the Mass Effect 360 download now."

They can say certain things, but leave out others. Not uncommon for MS. Around 30 minutes ago I was sarcastic. It would actually be logical to have the games downloaded so they can use cloud processing for the hardware but use local downloaded assets to not put much as much strain on the network. But perhaps they have found some Windows10/DX12 trick to emulate everything offline. I'm skeptical though.

They aren't reworking the games. Developers will have to do no extra work, they only need to grant permission for the game to run in BC.

It's not impossible, but emulation is very hardware demanding and usually requires much faster hardware than the original system. They gap between the 360 and One however isn't that big and the architecture of the hardware is different(like the intel powerpc to AMD x86-64 processor), that also makes it harder to emulate. It's almost like running Wii U games on PS4.

Literally the second response to you was @kyuubikid213 posting a quote and a link explaining how this would work and that you downloaded the games (no streaming) and your initial response was to dismiss those claims. So don't pretend like you were uninformed from the start.
