i firmly believe that the original Double Dragon is best. but Battletoads, Streets of Rage, and Fatal Fury are also pretty good. if you want a good beat em up, go for the retro games!

Streets of Rage 2 is IMO best of all time; SOR3 also solid. The Final Fight series is great (2 or 3 is probably best), and the first 2 Double Dragon games are awesome.
Going the PC route, you can look into the Beats of Rage project (http://www.openBOR.com) ; it's an open homebrew engine that dozens (if not hundreds) of beat em ups games have been developed for (some based on existing franchises like Sailor Moon, Kill Bill and Resident Evil, just to name a few).
The Gameboy version of Double Dragon spanks the NES version as it wasn't gimped with a lame level up system and was more arcade accurate, though you're right the GBA one is awesome -- same can be said for River City Ransom EX vs the NES one.
I'm fascinated no one here has brought up Teenage Mutant Ninja Turtles 1-3 NES, SNES #4(and the arcade one), the Hyperstone Heist on Genesis too, and then the various Turtle GB games too from Konami/Ultra in all these cases as every last Ubisoft title is subpar at best (being nice as they're turds.)

Double Dragon II NES, Final Fight 3, Turtles In Time, Streets Of Rage 3, River City Ransom, Battle Circuit, Golden Axe Revenge Of Death Adder, Vendetta, Double Dragon Advance, and Violent Storm are my favorites.
one of my favorite more obscure beat em ups is Sengoku 3 for arcade....great graphics (giant character/enemy sprites), cool move system, etc. One to track down--doesn't take more than, oh, 33 seconds total if you know how to type words into search fields.

I am sure that there are alot more than I can think of right now. Also I did not include games like Street FIghter or Mortal Kombat cause to me the term Beat em Up games is what you call the games that I listed. Street Fighter and Mortal Kombat are tournament fighting games IMO.

Streets of Rage 2 (Mega Drive) and Power Stone 2 (Dreamcast). Both fantastic.
Seems like no one here has played Power Stone 2, but I highly recommend it if you can get your hands on it. Definitely one of the best arcade brawlers ever made.
Viewtiful Joe, Streets of Rage 2, Golden Axe (but not its sequels), Teenage Mutant Ninja Turtles: Turtles in Time, and The Simpsons (if arcade games count).
