A Pac man maker to me sounds very limited and can't have much scope outside of creating different mazes unless Namco 'cheat' and introduce stuff that did not appear in the game to make it interesting. I will be playing it on Namco Museum, but Pac-man is one of those games that is perfect as it is. There. I just left myself wide open to a "well I was not expecting that" reaction if it sees the light of day
I never drive faster than I can see. Besides, it's all in the reflexes.
The fact that they put "Maker" at the end of the title instead of using their own subtitle makes me wonder if Bandai Namco and Nintendo are collaborating on this. If that's the case, I hope it also has a Pac-Man VS mode.

There's two Pac-Man games called "Pac-Man Arrangement" where the mazes are full of obstacles.

You could also have several interesting graphical styles with different quirks and perspectives... Like arcade classic, pac mania, and that 3D pac man game they released on the pso.
