Since I don't have the money to buy $60 games on launch day, and since many current PS4 and Xbone retail games don't really interest me. I've basicaly been doing most of my gaming from digital titles, used games, and handhelds. That doesn't mean I won't buy a retail PS4 game ever. But the amount of fun, cheap PSN and eShop games available. Plus, the backlog of 7th gen games that probably dirt cheap now. I think I'm contempt for the time being.
And I fit your description well because I am broke as she. Haven't bought a physical game at full price once in my 17 years of living. I buy most of my games digital and these days I'm far more inclined to buy discounted eShop games.
Ironically and hypocritically enough, I'm also pretty fast to point out how cheap video games are in comparison to just about EVERYTHING (for $60 you can buy a game that on average will be about 15 hours assuming it's single player only. Compare that to about 5 movie tickets with no snacks, 3 or 4 records because buying digital music is the dumbest thing in the world, just about nothing in terms of instruments, etc;)

Hmmm, no... I'm as bad as they come. Pre order everything for every system imaginable. My brother, however, is very budget. He won't touch a game unless it drops to $20. There are a few rare occasions he will buy a game at launch but those games are far and few between. Mostly he scoops old PS3 and 360 games for $5-10 used at Gamestop. Vita games too, since they are all orange clearance sticker price right now. He owns a PS4 but barely has a game to his name, and every single Wii U game he owns I bought him. I think Bayonetta 2 and Dark Souls 2 were the only games he payed full price for in the last 18 months.
If you like budget gaming, I recommend Best Buy GCU. They've got a sale going right now for $30 no purchase required. Save 20% on every new game bought for the next two years. That doesn't mean it has to be brand-new games, you can buy a $20 game for $16, etc. So I don't know, something to think about for the dollar savvy gamer...

About 90% of the games I play on PS3 are from PS+.
Nearly all my PC games are from sales on Steam, GOG or Humble Bundle games.
Wii U is the only system where I've bought full price games, SM3DW, MK8, DKCR:TF and SSB, but that's because Nintendo games never drop below £30, even in a couple of years time, they'll still cost what they do now.
And ALL my Vita games are from PS+, except Danganronpa 1, and 2 Harvest Moon games, which were both bought in 50% off sales.
Steam Sales for the win for me. I haven't bought a full price PC game in years. Nintendo games I don't mind paying full price for, as well as a few others on different platforms.

Nope, not in the slightest. I do make good use of promotions, but not sales for the most part. The last two PC games I bought were cheaper on Steam than launch price, and I bought them from the developer for that very launch price to properly support them and not Steam.
The only game I got for a lower price was GrimGrimoire, simply because the game was very old already when I got it, and VanillaWare and Koei/THQ had no PAL copies in stock, making the prices on Amazon my only option.
I'd be a budget gamer....

yea i'm a budget gamer for sure. but once in a while i pre order a game either for the bonus or a special edition or sometimes just because i cant wait for it to go on sale or find a used copy. like pokemon - fantasy life - freedom wars - one piece - ect.. and i still havent got a current gen. console, but i'm really only into portables at the moment. and i know that within a month or so usually, almost all titles will go on sale on the eshop and the psn store.
but on the other hand, i always buy physical copies if available, and never sell them. and i have a backlog of at least 20-30 unplayed games at the moment. mostly from buying games as soon as they go on sale, even if it will be months before i get a chance to play them.

I'd say so. As far as prices go, gaming is very fickle. You'll pay $60 at launch, and eight months later it's in the bargain bin. Therefore I rarely buy games on launch or for the full $60-$70. Unless it's something from Nintendo because their games never have a price drop, so there's no point in really waiting around. I think the only time I bought a game (that wasn't Nintendo) at full price and on launch day was Uncharted 3 in 2011... and that was a preorder for the collectors edition too.
My backlog for gen 7 is large, and I can cherry pick a lot of great games now for like $10-$20 each. I go crazy for sales. Black Friday and Boxing Day, I go absolutely ape.
I generally will wait till a sale (only digital, as I no longer care to store physical carp in my home) with my only exceptions this gen being my first three DL titles from the eShop: MH3U, LEGO city undercover and epic Mickey 2 (no judgements please, I still feel the pain from that purchase)
I'm always on a budget and I rarely buy new games (I do with Nintendo titles I really like, because I know they won't drop in price anyway).
Never bought a PS3 game for more than 15 euro. Most of my 3DS games were bought second hand for less than 10 euro a piece (except the two LoZ) and most of my DS collection was bought for 5 to 10 euro each. Same goes for Wii - I got many exceptional games for less than a tenner just because I bought them one year after release.

It depends on the game. I usually wait for the price to drop, specially on PS3 games, unless I am really dying to get the game.
But it is actually easy: get games on sale, this helps you to build a backlog so you can play games until the ones you want drop in price or go on sale, rinse and repeat.
