You really can't "make" an IV, the pokemon has to be born with it....you can however, manipulate it so that you get/keep a certain nature (everstone)

You really can't "make" an IV, the pokemon has to be born with it....you can however, manipulate it so that you get/keep a certain nature (everstone)
