Hahaha well the best I can assume is your wifi may have too many devices, splitting your bandwidth to shreds. Maybe your router isn't angling the signal towards you? Maybe you could try putting tinfoil over the antenna and sitting right next to it while you turn off anything else besides your computer and 3ds?

Edit: take about ten inches or so of tinfoil and make a tinfoil horn around the antenna of your router

Hahaha (don't know if I should laugh) try getting about 6-9 feet from your router, that should suffice
