how do you get the 3rd pokemon then? does anyone know?

Does anyone know why some people have the third pokemon show up and others don't. I thought it had to do with defeating the Elite Four? And if thats the case I done defeated them a few times so I'm alittle confused as to why I wouldn't have three pokemon showing up?
