Well, a Luxray could be a life orb sweeper. Still, I would go for spark. Spark has an average 100% accuracy rate, while thunder fang has 95%. Also, spark has a 30% chance to paralyze the opponent, while thunder fang only has a 10% chance (and, it might make the opponent flinch, but luxray is a bit too slow to take advantage of that). Now that I think about it, Luxray actually has pretty good special attack. 95 is pretty good. To put that in perspective, Luxray has the same Sp. Attack as Kingdra, and Rotom. It's Sp. Attack is higher than Flygons, who is often specially based.
@cyko ok, but luxio doesnt learn that move until hes lv. 33, and mine is only lv.24 (i just started training him today). but even after he learns thunder fang he would still know tackle, or charge, so i should still think i should use a thunderbolt tm. so...
You can buy it in a department store. There is no way I'm trading thunderbolt for flash. Whoa, I found my way to mewtwo. I still haven't found the TM, though...

Oh wait, that's seven... To answer your newest question, do you have a torkoal by any chance? If not, I also need a shellos. If you don't have that, I need starters (preferably D/P/Pt ones, or Mudkip, or cyndaquil/chikorita). If you don't have those, I'll continue my list.
