1. You can buy a slingshot from Tom Nook that will let you pop floating baloons, but you need to keep checking in at his store because it's not always there.
2. If you aren't playing when there is a special event, you just miss out. Time waits for nobody. Don't worry though - there is usually a Flea Market every month I think.
