Topic: How to Locate Online Hosts/Servers (Generally) and Ping in Real-Time?

So I was watching one of Drift0r's YouTube videos the other day. (If you don't know of him like Call of Duty, as I do, I recommend a search. Very good and informational. Anyway..) The subject of the video was on dedicated servers and lag issues (in Advanced Warfare, but much of the information applies to most, if not all, CoD games).
One of the things he was explaining was that he has tools "which most people don't have" that allow him to see who is hosting or if it's a dedi, where that host is located (examples given were he, living around Dallas, TX, would mostly be connected with a server in Seattle, WA and occasionally in Kansas), and and that he could view his ping to the host in real-time, if not to everyone's ping to host.
I am wondering how this is done. My guess is that he has a program on his computer, but I do not know, for he did not disclose such information. Thus I am inquiring upon you, oh forum members.
Having this ability would be very useful, meaning one could see when they were put in a lobby with unfavorable connection and thus could find a new (and hopefully better one). It would also grant players access to a lot of useful information, such as: Letting players see what lobbies they are most commonly put in (geographically). What a(n) normal/average ping to a host said player is getting, and if that is unfavorable, they would now know and be able to try and take steps to improve it. What players one should try and avoid because of their connection (because, if you didn't know, one bad connection in a lobby drags the whole thing down).

Do you know of anything or how to?

BONUS FACT: Did you know that every CoD game has ~.7 second delay (i.e. Lag) coded into the game engine?? This means it even occurs on LAN and in local play (DualScreen and SplitScreen). This was explained with test footage, if you were eondering. Personally, it makes sense, but still, I feel it shouldn't be there. I'm sure having no built-in delay is not possible, but it should be much lower than that.
