It wouldn't make sense because Android has a lot of overhead. Lots of stuff running in the background that will drain the battery and/or reduce performance in games. If they want to get as much as they can out of this thing? It needs to be stripped back to almost the most basic functionality. Then have apps/games load only when you need them.
Anyways, in terms of apps I don't think they need much. How many apps do you actually use on your tablet devices if you have them? Probably Youtube, Netflix, a web browser and that's probably it. If they have those? That'll be enough as a secondary entertainment style device. The main selling point will be the fact that it does those things AND full retail games.
The UI? TBH the channel style setup of the Wii U and 3DS is fine, especially with folders. And when you think about it that's basically the same UI that Android and iOS have. Only Sony and Microsoft try to do something different.

@Whitewatermoose Didn't Nintendo already say last year that the NX (as it was known at the time) won't be running Android? It was the only rumour they seem to debunk early on.

A faster version of the 3DS UI and I'll be happy. I found this to be simple, nice looking, and easy to navigate, unlike the XB360 and PS3/4 UIs which feel needlessly cluttered.
While I'd be happy to see Nintendo sacrifice multitasking for better gameplay performance while handheld, I'd quite like to see the docked system include multitasking and more advanced options e.g. gameplay recording/streaming.
