I am Turkish and eshop isn't available in my country. So I set up accounts from Russia, S. Africa and Norway cause I think those are cheapest regions and closest to my country in some way.
I first bought couple of games from russia and s. africa and suddenly my credit cards for all regions stopped working. Meanwhile I was doing all this I forgot to set my CONSOLE region to Europe. It stayed as Americas.

Nothing bad happened to my accounts, I didn't lose my games. I even tried to buy some cheap game over website from American store and it worked.

But I wonder is this unlimited ban for me? I heard people were doing same and nothing strange was happening.
I even received new credit card, tried it, didn't work again, tried my cousin's card with whole new account, didn't work again. I mean are those accounts AND/OR my console are totally shadowbanned and all cards along with from eshop?

It is still weird thou, my new card worked with USA digital store on PC.

You have to contact your CC and talk to them that is why it's not working. They flagged those transaction as Fraud and block any purchase. Nothing NL can do here it's up to you to contact your CC and talk to them about it.

@SwitchForce I did it. They said it just works. I personally tried digital store on PC and it worked last night as well. Something is weird with my console I suppose, eshop.

Did you verify the eShop number was the same as the PC online? I think there something happening. When you tried that on PC was that at those same country Region purchase or your Region only?

@nintentr Actually, eshop region is only determined by your Nintendo account on accounts.nintendo.com. The region you select there determines the region & currency of your eshop.

So, you don't have to worry about your region settings on the console. Region settings on the Switch console have no affect on eshop. That may sound weird, but that's how it works.

SwitchForce is probably right. The only time I've ever seen problems with credit cards is if the credit card company blocks new unfamiliar activity. Sometimes that gets triggered by the credit card system out of caution, and you just have to call your credit card company to tell them the Nintendo activity is actually you.

Spoke to Nintendo live chat. I had the same problem. I purchased a good few games one after another to start with... and my account got blocked from using credit or debit cards.

I was told this can take up to a month. 30 days.

And not to try again, because it resets the 30 days

Just gotta wait it out!

I have used PayPal in the meantime, and just bought from my own regional store. If you can’t use PayPal, buy some eshop vouchers from an online store. Just until you’re 30 days has passed.

@nintentr your problem could or couldn't be related to Jambomakaveli as there is nothing to say or point to otherwise. Their situation is only what they are telling us and since no one here can verify what happened on their account I would avoid going with that and contact NIN support. And Digital store PC isn't the same as NIN eShop those aren't the same sellers. What you need to do is contact NIN support for your Region to find the problem not doing so won't help your situation here.
