It's another term for the "rare downloads" program. That's a secret though, don't tell anybody.

As @ogo79 said, the SNS-RZ-USA is a prime giveaway that it's not a legit retail cart.
And yes, he is (usually) always right, and he is (almost) the sexiest gamer out there (not counting me) ;)
I think they might do a mix of a GOOD Virtual Boy, Wii Balance Board, Wii Remote, and some kind of treadmill that could hold your torso while you "run", "walk"...etc. That might very well be a whole new life-changing Revolution...wow.
"...more than 80% of free time for our adult demographic is spent sleeping - a market thusfar untapped by M$ and Sony, for obvious reasons. But what if we could buck that trend- what if we could provide better entertainment than counting sheep, every single time you went sleep? Ladies and gentleman, allow me to present: the Wii Snooze. Pre-alpha testers report an increase in replay-ability as memories of dream-state induced plots diminish more rapidly over time. Imagine: being able to replay your favorite story-driven RPG, but feel genuinely surprised and excited as you relive each plot twist and story arc? We could be the only gaming console - the only medium-providing this experience to people in the world...."
Obtuse and obnoxious green-haired analyst:
"This is perfect.....coupled with Wii Sports, we could DOMINATE the sleep-walking market. Exercise in your sleep, training for young [koopa] troops! We'll take the world BY STORM"
Mustached Macho Man....
"On second thought, let's just create a sleep monitor. It might be less damaging to our image."
Murmurs of agreement overpowering a guttural growl shady green character.
"This game isn't over, Mr. Macho....The Snooze will have an extra life once I steal your prized idea and fortify my Patents...."

"QoL" is Nintendo's contribution to what now is commonly referred to as GAMIFICATION.
Meaning they're going to sell (custom-made?) gamified interfaces to companies and public institutions etc. so people can experience some "Nintendo fun" during their everyday man-machine interaction chores. Like, I dunno, GPS systems, ticket vending machines, voting machines etc.
