If any game allows you to use the camera or pictures of you in any way, that's a guaranteed "no-pic" miiverse community.

In x and y you can set any photo on the 3DS as your profile picture for the PSS-thing.
Here you can go full camera and use your living room or whatever as a background for the contests.
Also, gamefreak loves to inconveniene their fans and limit what they can do whenever they want.
