Ok so i uninstalled shin megami tensei 4 a while ago to make room for other games but now i cant redownload it because of a age restriction that wasnt there before so is there any way to change your age?

Maybe he changed his age to buy it and changed it back before the Nintendo network got included in the 3DS eShop.
It's simple. Before NNIDs were implemented, you were asked what your birthday was for mature games, with nothing preventing you from falsifying the date. With NNIDs requiring an age and since you need an NNID to access the eShop, that pointless hurdle was removed and the process was streamlined to check your age before allowing you to download the game.
