Sorry for the late reply. Did you buy your Saturn new (way back when) or used? Does it happen with every Saturn game CD? What about music CDs?
It sounds like your disc reader could be damaged. It could be something else, I'm not sure. Try wiping the inside of the disc tray with a dry cloth, going gently over the reading lens where it emits the laser.
If wiping it doesn't work, you may have to send it in for repairs. :/ I don't think Sega supports its old consoles anymore, so you'll have to find a store which can repair it for you. If it's just the disc reader, they could possibly replace it with a normal CD reading laser and it would work. I can't guarantee that because I've never tried repairing any console though.
The CD reader has these specs (Source):
Double-Speed CD-ROM * 320KB per second transfer speed * Audio CD compatible * CD+G compatible * CD+EG compatible * CD single (8cm CD) compatible
My old Saturn is a bit faulty too, and I've sent it for repairs once or twice. Nowadays it's going to be a bit difficult. Hope this helps!
