Give Nintendo a call.
You'll have to send it in to them and if you're lucky they might be able to fix it for free (due to it being such a common problem), otherwise they might charge you a fee to get it fixed.
On my original 3DS both my shoulder buttons messed up, but I ended up just trading it in for a Zelda system (it was a deal too good to pass up) rather than sending it in for repairs.

Mine pooped too. I have been delaying calling Nintendo as I think I will get the shakes if I am without my 3DS for any length of time!

For me, blowing into the button has not been a good fix. It works for a while and then poops out again.

I am on the phone with NOA now...apparently they don't think it is a common problem.

At least Nintendo of Australia know it's a common problem (they must be blind to not realise)... I was gonna get mine fixed for free, until I traded it in instead.
It started becoming a big issue with the 3DS after Kid Icarus launched, because it's pretty nasty on the L button.

I've personally had terrible luck with my shoulder buttons... L button on my DS Lite, R button on my DSi and both on my first 3DS. D:

Yeah...when you start to surf the web you can see that A LOT of people have this issue. While not free, NOA is only charging me $50 (shipping included) so its not that bad. I'm having more of an issue not having it for a couple weeks than paying money (I think I have a problem).

Yeah, I was reluctant to send mine in because I didn't want to go without it.
Cost me like $80 AUD to trade it for a perfect condition Zelda one though, so worked out well for me in the end.
I've never even played on it because I had my XL by then.
